It does not operate as an advisor,
consultant,
facilitator,
or execution partner.
It does not recommend outcomes,
negotiate positions,
evaluate proposals,
or participate in implementation.
Decision legitimacy cannot be established
by the same entity
that later benefits from its outcome.
For this reason,
Bluexis™ maintains a strict separation
between legitimacy and execution.
Once authority is exercised,
Bluexis™ exits.
Continued presence would compromise legitimacy
by entangling the institution
in outcomes it is meant to remain neutral toward.
Bluexis™ does not remain involved
to oversee,
validate,
or defend decisions after commitment.
It does not substitute for governing bodies,
committees,
or statutory authority.
All authority remains
with the decision-making body.
Any attempt to retain Bluexis™
beyond the decision stage
constitutes misuse.
Exit is structural.
It is not discretionary.
It is not negotiable.
